In an Adobe blog post late last week, Eric Philpott shared some information on updated operating system requirements for the next major release of Creative Cloud.

That release, he wrote, will phase out older versions of both macOS and Windows:

To take advantage of the latest operating system features and technologies, the next major release of Creative Cloud will not support Windows 8.1, Windows 10 v1511 and v1607 and Mac OS 10.11 (El Capitan). Most Creative Cloud applications receiving updates in the next major release will still support Windows 7.

He made a similar announcement (except for Windows 7 support) in Adobe Video and Audio Apps: Upcoming Changes to OS Support regarding Adobe Media Encoder, After Effects, Audition, Character Animator, Prelude and Premiere Pro:

We want to give you advance notice that upcoming versions of the Adobe video and audio tools will require Windows 10 (version 1709 or higher) or macOS 10.12 (or higher) to run.

Philpott explained why the company is phasing out older platforms:

Focusing our efforts on more modern versions of Windows and Mac operating systems allows us to concentrate on developing the features and functionality most requested by members, while ensuring peak performance that takes advantage of modern hardware.

Philpott confirmed that Creative Cloud members running older versions of operating system software can continue to run and download previous versions of Creative Cloud applications as long as your configuration meets the System Requirements for them.
